What is a CPTPP Certification of Origin?

A CPTPP Certification of Origin (Chapter 3 Annex 3-B) is the self-certified document that proves goods are of UK preferential origin for customs purposes in CPTPP member markets. Unlike a traditional Certificate of Origin, CPTPP allows self-certification by the exporter, producer, or importer — no chamber stamp or government registration is required. One certification covers all 11 CPTPP markets where the UK has commitments.

What CPTPP preferential origin means

The nine minimum data elements (Annex 3-B)

A valid CPTPP Certification of Origin must contain all nine minimum data elements from Chapter 3 Annex 3-B: (1) certifier role and (2) certifier contact details, (3) exporter details if different, (4) producer details or “Available upon request”, (5) importer details if known, (6) goods description and HS code, (7) origin criterion, (8) blanket period if applicable, and (9) the authorised signature, date, and certifying statement. This generator collects all nine.

Who can certify?

Under CPTPP Chapter 3, the certifier may be the exporter, producer, or importer of the goods. The certifier takes responsibility for the accuracy of the origin claim. If you are the importer certifying on the basis of knowledge of the origin, you must have sufficient information to support the claim.

Waiver for low-value consignments

For goods imported into the UK, no formal CPTPP certification is required for consignments not exceeding £1,000. If you are exporting to a CPTPP market, the destination country’s own de minimis threshold applies — check the importing country’s rules before relying on a waiver.

Blanket certifications: up to 12 months

A single CPTPP certification can cover multiple shipments of identical goods — a “blanket” certification — for a period of up to 12 months from the date the certification is completed (CPTPP Art. 3.20.4(b)). The blanket period must be specified on the certification.

Certification validity

A certification is valid for 1 year from the date of issue; certifications issued in the UK are valid for 2 years (CPTPP Art. 3.20.5). This is separate from the blanket period: a blanket certification covers multiple shipments within its period, while validity determines how long the document itself can be relied upon by customs.

Origin criteria: WO, PE, and PSR

CPTPP has three top-level origin criteria. WO (wholly obtained, Art. 3.3) applies to goods produced entirely within CPTPP parties — primary agricultural, fishery, and mineral products. PE (produced exclusively from originating materials, Art. 3.2(b)) applies when all inputs are themselves originating. PSR(product-specific rule, Art. 3.2(c)) is the criterion for goods that use some non-originating materials: CTH, CTSH, RVC, and CC are sub-types of PSR, not separate top-level criteria. Check Annex 3-D or 4-A for the rule applicable to your 6-digit HS code.

Record keeping

Keep documentation supporting your origin claim for at least five years from the date of certification. CPTPP parties may request verification. This generator does not assess whether your goods qualify; that is your responsibility as certifier.
